  • – You are an exceptional communicator. You are a native Serbian or Bosnian and an advanced English speaker;

  • – Initiative-taking role involving a mix of strategic planning, managerial, and development activities.

The Community Manager will be responsible for the management of different social media platforms (Facebook, Instagram, YouTube, Twitter, LinkedIn, TikTok) and websites for various Propulsion’s clients and partners, as well as for Propulsion itself.

USAID Media Initiatives and Partnerships Support (MIPS): 

The selected candidate will be responsible for the program management of USAID Media Initiatives and Partnerships Support (MIPS) 4 years program (2019 – 2023). 

Overall program objective:

The goal of the program is to increase the skills of Serbian citizens to navigate a complex information landscape, to demand high-quality content and thus more effectively participate in modern economic, social and political life as a result.

Anticipated Overall Program Results:

  1. Improved target audience ability to critically assess the content they are exposed to.
    Improved target audience ability to apply the skills necessary to navigate a complex digital and media landscape.
  2. Improved advocacy for high-quality content by identifying key stakeholders from a variety of sectors (media, civil society, corporate actors, government, influencers etc.).

Media and Digital Literacy Program Manager

 

DESCRIPTION OF THE CANDIDATE
  • – You have at least three years of work experience in program management and administration of programs supported by USAID;
  • – You know the rules and procedures of USAID-supported programs, and you have experience in preparing and adapting the necessary program documentation;
  • – You easily follow the planned program activities and deliver weekly, quarterly, semi-annual, annual plans and reports in compliance with the agreed deadlines;
  • – You work effectively in a team and independently, with a high degree of self-motivation and the ability to set and achieve goals;

  • – Back- and Front-end web development with a focus on clarity, functionality, ease of use, the possibility of later expansion, modification, and optimization;
  • – Design and development of web architecture and web components, plug-ins, and adds-on optimization;
  • – Conceptualization and development of new features, visual identity, and website layout/user interface by using standard HTML/CSS practices;
  • – Implement SEO optimization in accordance with the engine’s prescribed standards.
Qualifications
  • – Three or more years of experience in web development – a portfolio of projects;
  • – Extensive knowledge of HTML5 i CSS3;
  • – Familiarity with at least one of the following programming languages: PHP, ASP.NET, Javascript;
  • – Willingness to implement ideas and projects in a short period of time.

Media, Information and Digital Literacy (MDIL) Expert – Roster

 

Propulsion is currently recruiting a Media, Information and Digital Literacy Expert (MDIL) with significant experience and expertise in media and digital literacy topics.

The role of the MDIL Expert (Roster) is to provide strategic advice, consider and communicate key relevant information on topics of media and digital literacy to the Propulsion team, enabling necessary adjustments to programs strategies, activities, and approaches.

Duration of the assignment: April – December 2021 (up to 50 working days)

The MDIL Expert (Roster) main duties include:

  • – Contribute to building a context-relevant knowledge base for Propulsion’s programs and projects;
  • – Design the curriculum and materials for the lectures, workshops and/or seminars, including on the topics of use of media and digital literacy for different target audiences;
  • – Create different content materials for program activities including media offline and online campaign;
  • – Deliver the lectures, workshops, or seminars;
  • – Support teams in effective implementation of the various activities.

Minimum Qualifications, Knowledge, and Experience:

  • – Academic degree in political science, public policy, philosophy, and/or social sciences and/or similar is preferred;
  • – Minimum of three years of experience in a similar role or working with the government;
  • – Excellent written and spoken English is required;
  • – Proven networking skills required;
  • – Excellent track record in the fields of media and digital literacy field.

FINANCIAL PROPOSAL 

This is a lump sum assignment. The Consultant is responsible for all personal administrative and travel expenses, including office space, printing, stationery, telephone and electronic communications, and all other costs incurred in this assignment. In specific cases, consultants could be based in the Propulsion offices in Belgrade, Serbia, or Sarajevo, Bosnia and Herzegovina.

The financial proposal shall specify a total lump sum amount (brutto) and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. installments dependent upon completion of the deliverables or entire contract).
Payments are based upon specific output(s), i.e. agreed between Propulsion and Consultant based on services defined in ToR. The financial proposal (lump sum) includes a daily fee, travel costs, and per diems.

Please present the financial proposal per unit price of your engagement per hour and/or per day in dollar currency.

The selected experts would be put on the Propulsion’s consultancy roster and may be engaged for specific projects and activities.
