PURPOSE

The M&E Specialist will provide leadership and support program team and program partners in collecting and managing data for monitoring the effects of MIPS activity at the outcome and impact level. The M&E Specialist will develop a Monitoring and Evaluation methodology and tools, providing support and ensuring that proper data is collected, and adequate outcome and impact indicators are incorporated into the project objectives and activities. The M&E Specialist will be responsible for ensuring collaborative learning and adapting practices are incorporated into program planning and implementation. In addition, the M&E specialist will provide assistance and support to Propulsion in the periodical evaluation of partners’ performance.

Duration of the assignment: February 2021 – June 2021 (up to 30 working days)

RESPONSABILITIES 
  • – Develop Monitoring and Evaluation methodology and tools in accordance with the MEL Plan on outcome and impact level, and provide assistance in conducting monitoring, evaluation, and learning activities;
  • – Conduct periodical evaluation of partners performance in accordance with Annual Work Plan, MELP and other relevant project management tools;
  • – Produce partners performance monitoring reports with recommendations for potential improvements and mechanisms that would support effective program implementation process;
  • – Support team in all M&E activities under the program including reviewing data collection tools, supervising and/or conducting reports from fieldwork, conducting data analysis and interpretation of findings;
  • – Support team in collaborative, learning, adapting, and data collection activities;
  • – Support team to conduct routine data quality assurance process to maintain adequate quality control in all aspects of M&E from data collection to results reporting;
  • – Verify validity and quality of monitoring data from the field, including use in reports on performance;
  • – Build capacity of program partners and staff in relevant M&E topics, including data dissemination and use for program improvement; build the capacity to support the effective introduction and maintain the program M&E systems and processes;
  • – Participate in and support the implementation team to document and disseminate lessons learned and best practices;
  • – Help the MIPS team to interpret multiple data sources to inform programming adjustments.
QUALIFICATIONS
  • – Master’s degree in statistics, social sciences, economics, international development, evaluation research, or related field;
  • – At least three (3) years of experience in monitoring and evaluation, including the management and oversight of donor-funded program and project reporting in developing countries;
  • – Experience in data collection, statistical analysis, quantitative and qualitative research, and dissemination of results;
  • – Experience in designing survey and research tools and developing performance monitoring plans;
  • – Familiar with approaches to evaluating and measuring change created by the program;
  • – Understanding of USAID policies and procedures including reporting and tracking of M&E indicators;
  • – Strong knowledge of software computer applications, such as SPSS, SAS desired;
  • – Excellent report writing, analytical and oral presentation skills.

The selected candidate will be assisting the Program Director and Program Officers in managing a complex set of activities.

CANDIDATE DESCRIPTION
  • – You are a current university student (or recent graduate) of social and political sciences, media, communication, or similar fields;
  • – You have a desire to learn about and develop key skills in the field of program management, media, and digital literacy, and communications;
  • – You have strong analytical, written, and verbal communication skills;
  • – You are a team player and problem solver;
  • – You are able to critically think, plan, and execute multiple tasks simultaneously in an organized way;
  • – You are technology savvy; ability to think outside the box and come up with innovative and creative solutions;

RESPONSABILITIES AND CONDITIONS
  • – Three months internship with flexible part-time (20) hours a week remotely and/or at Propulsion offices in Belgrade;
  • – Assisting Program Manager and Program Officer in implementing program activities;
  • – Collecting inputs and data from stakeholders and program sub-contractors, analyzing data, and reporting on program implementation and campaigns outcome and output indicators;
  • – Under the supervision of Art Director and Content Manager, maintain outreach through social media platforms;
  • – Assisting in the organization of program events and other activities as per program annual work plan;
  • – Perform other tasks as assigned.

Expected specific assignment
  • – Back- and Front-end web development with a focus on clarity, functionality, ease of use, the possibility of later expansion, modification, and optimization;
  • – Design and development of web architecture and web components, plug-ins, and adds-on optimization;
  • – Conceptualization and development of new features, visual identity, and website layout/user interface by using standard HTML/CSS practices;
  • – Implement SEO optimization in accordance with the engine’s prescribed standards.
Qualifications
  • – Three or more years of experience in web development – a portfolio of projects;
  • – Extensive knowledge of HTML5 i CSS3;

  • – Savetovanje i kontrola poslovne dokumentacije,
  • – Obrada knjigovodstvene dokumentacije i priprema finansijskih izveštaja,
  • – Vođenje registra osnovnih sredstava, evidencija finansijskog knjigovodstva i mesečno usaglašavanje glavne knjige sa registrom,
  • – Ažuriranje i vođenje kadrovske evidencije, obračun zarada, naknade zarada i podnošenje poreskih prijava za redovne poreze i doprinose zaposlenih,
  • – Postavljanje softvera za komercijalno poslovanje na kompjuteru korisnika kao izdvojene radne stanice, sa obukom (što omogućava elektronski prenos podataka),
  • – Obračun i evidencija PDV-a i ostalih poreskih obaveza
  • – Preuzimanje, dostava, čuvanje, arhiviranje i zaštita dokumentacije i podataka iz knjigovodstva,
  • – Zastupanje pred državnim organima za poslove finansijske kontrole sa punom odgovornošću za računovodstveno-knjigovodstvene poslove
  • – Druge finansijske poslove: obračun kamata, IOS, izrada odluka i pravilnika o popisu, kvartalno finansijsko izveštavanje i sl.,
  • – Izrada specijalnih bilansa,
  • – Izrada biznis planova,
  • – Poresko, pravno, računovodstveno, poslovno i finansijsko savetovanje,

Kvalifikacije
  • – Imate minimum 3 godine radnog iskustva u struci,
